Missions are conducted at the request of countries or groups of countries to identify, assess and describe their specific technical assistance needs and to provide policy advice on the problems they face. These missions are usually used for a short period of time and give rise to other funding proposals and, in some cases, direct recommendations from UNTTO to members that they can implement themselves. 1. Notwithstanding point (g) of Article 4(4), the Parties to this Agreement may conclude bilateral, regional or multilateral agreements or arrangements with non-Contracting Parties concerning the transboundary movement and management of hazardous wastes, unless such agreements or arrangements derogate from the provisions of Article 4(1) or from the environmentally sound management of such wastes in accordance with this Convention. Our technical assistance covers many areas of interest and concern for our Member States and includes, inter alia, that the arbitral tribunal consists of three members. Each party shall appoint an arbitrator and the two arbitrators so appointed shall appoint by mutual agreement the third arbitrator, who shall be the chairman of the arbitral tribunal. The latter may not be nationals of any of the parties to the dispute, nor have their habitual residence in the territory of one of the parties, nor be employed by one of them, nor have dealt with the case in any other capacity. 3. The provisions of this Convention shall not affect transboundary movements of hazardous wastes that take place under such agreements or arrangements, provided that such agreements or arrangements are consistent with the environmentally sound management of hazardous wastes in accordance with this Convention. Subsection 37.2 defines counselling and assistance services and provides that the use of such services is a legitimate means of improving the prospects for success of the programme or system.
